Environmental Health Director

Under the supervision of the Public Health Officer, develops, administers, coordinates and evaluates the environmental health programs of the County which conform to the goals and objectives of the department and the regulations and standards of state and federal agencies.  Directs professional staff engaged in the enforcement of federal, state, and local environmental health laws and consultation and education related to a variety of environmental health issues. Responsible for the administrative functions of the division including the development and administration of a number of program budgets.

Master’s Degree in environmental health or a related field and five years of progressively more responsible experience in environmental health and health programs including a minimum of three years in an administrative or supervisory capacity. Valid Michigan Vehicle Operator’s License and a Registered Sanitarian.

Thorough knowledge of the professional public management techniques involved in budgeting, personnel administration, resource management, and the ability to identify and implement new best practices.  Advanced knowledge of the principles and practices of environmental and public health, applying local, state and federal laws, rules and regulations, and County sanitation codes and programs.  Advanced knowledge of public health principles, assessment and evaluation techniques, food safety, groundwater, air, and surface water testing procedures and practice, and food-borne illnesses.

Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.

Current salary range starting at $33.02/hr progressing to $42.94/hr (7 year progression) with a competitive fringe benefit package.

Job Description

Midland County Mosquito Control - Seasonal Employment

Biology Technician - April 1-September 18, 2020 - Assist biology staff in surveillance and quality control operations.  Familiar with basic scientific procedures, sampling and data collection.  Ability to use microscope and work outside in various weather conditions in rough terrain.  Participates in mosquito control research projects; maintains daily records; answers questions from the public.  Completion of college level courses in biological sciences; and year of experience in mosquito control operations desired.  Conducts field inspections and application of insecticides in areas such as woodlots, flooded fields, and ditches.  Applications due no later than Friday, March 6, 2020.  Starting wage is $13.00/hr.

Mosquito Control Technicians - April 1 – September 11, 2020 - Performs work of routine difficulty in mosquito control operations.  Conducts field inspections and application of insecticides in areas such as woodlots, flooded fields, marshes, ditches and other areas with rugged terrain with significant obstacles; will work outdoors in a variety of weather conditions including rain and variable temperatures; performs routine maintenance and repair of equipment; maintains daily records of activities; answers questions and interacts with the public.  Exposure to environmental allergens such as grass, weeds and pollens.  Applications due no later than Friday, March 6, 2020. Starting wage is $11.65/hr.

Mosquito Control Clerk (GIS)  - March 16 – September 11, 2020 - Provides office management and support.  Familiarity with geographic information systems software preferred (ESRI).   Enters treatment records and develops summary reports.  Utilizes mapping software to edit and print a variety of maps.  Responds to telephone inquiries concerning mosquito control activities.  Applications due no later than Friday, March 6, 2020. Starting wage is $13.00/hr.

Requirements: Must be at least 18 years of age and have a high school diploma or equivalent, VALID DRIVER’S LICENSE AND GOOD DRIVING RECORD MANDATORY; ability to read maps and perform simple math computations.  Onsite training provided for the Michigan Department of Agriculture and Rural Development Registered Applicator exam.  Candidates wishing to be considered for these positions must pass a physical/ drug screen and background check.  Must be able to work weekends, holidays and shift work.  Technicians must be able to lift and/or carry 40lbs over rough terrain.

Seasonal Park Rangers- 

Under the supervision of the Parks and Recreation Director, with overview and direction provided by other full-time Park staff, performs park maintenance tasks and participates in the construction and repair of park facilities.  Operates park vehicles and equipment.  Oversees the park visitors to ensure they adhere to park rules and regulations.  Works outside on a regular basis with exposure to various weather conditions. Starting wage is $11.65/hr.  

Seasonal Gatekeepers- 

Under the supervision of the supervisor on shift, Seasonal Gatekeepers greet customers entering the park, answer customers’ questions, provides information on procedures or policies, assists in resolving complaints, collects money, and issues permits.  Interactions with the public are to be courteous and professional at all times.  Starting wage is $11.65/hr.  

Requirements- 

Must be at least 18 years of age or older.  Have a high school diploma or equivalent. GOOD DRIVING RECORD MANDATORY.

On-Call Nursing Supervisor- Midland County-Pinecrest Farms

Under the supervision of the Director of Nursing, organizes and directs the nursing and health care services on a scheduled shift. Administers medications and treatments, as required, and maintains appropriate records. Supervises and directs other facility staff on an assigned shift and assists them as necessary in carrying out their job functions. Greets and assists visitors to the facility and answers incoming telephone calls. Oversees the residents, assists and encourages them in their daily activities, interactions, and problem resolution. May act for the Director of Nursing in his/her absence.

Licensed Practical Nurse with the State of Michigan. High school diploma or equivalent, including some vocational training in nursing, or related field, and three years of nursing experience in a geriatric rehabilitation setting in long-term care, home health, residential housing, or a similar setting preferred.  Salary starting at $21.95/hr.

On-Call Resident Associate-Pinecrest Farms

Under the supervision of the Nursing Supervisor, performs housekeeping duties to assure a safe and healthful living environment for residents of Pinecrest. Provides assistance to the residents with personal hygiene, meal preparation, and clean up.

High school diploma or equivalent and one year of experience performing housekeeping tasks preferably in a nursing home environment. CPR and First Aid certification within six months of hire. Knowledge of the principles and practices of long-term facility care and cleanliness.  Knowledge of sanitary procedures and practices, human behavior, observing and caring for long-term care residents, and basic office procedures. Current salary $14.28.

On-Call Youth Development Worker-Midland County Juvenile Care Center

Under the supervision of a Detention Supervisor - Juvenile Center, provides for the safety, welfare, and security of the residents, staff, visitors, and building. Supervises, guides, and counsels residents through daily activities within the framework of the day treatment and detention units. Enforces rules within a behavior management setting by providing positive and authoritative reinforcements. Prepares a variety of reports, court reports, and documents detailing residents functioning in a structured setting.

 Associate’s Degree in social work, psychology, sociology, criminal justice, counseling, or related field and two year of progressively more responsible experience in a child care institution detention or juvenile residential treatment facilities.  Valid Michigan Vehicle Operator’s License. Must obtain certification in CPR, CPI and First Aid to maintain employment.  Current salary $18.16/hr
